Four local property-licensing deadlines fall within a two-day window at the end of August and start of September 2026. Landlords and agents with homes in Westminster, Enfield, Harrow or Luton should check every address now, because the type of licence, geographic boundary and exemptions differ between councils.
Missing a licensing requirement can expose a landlord to enforcement action, financial penalties and, in some circumstances, a rent repayment order. An application normally needs to be valid and complete; simply starting one may not protect an unlicensed property.

Affected: Landlords and agents operating smaller HMOs across Westminster.
Westminster’s renewed borough-wide scheme covers shared houses and flats occupied by at least three people forming two or more households, where the property does not already fall within mandatory HMO licensing. Existing additional HMO licences remain valid until their stated expiry dates.
What to do
- Audit flat shares, bedsits and other shared accommodation.
- Confirm the occupier and household count for each property.
- Check whether a mandatory or current additional licence applies.
- Submit a complete application before the scheme begins where required.
- Save the receipt, certificates and payment evidence in the property record.

Enfield: selective licensing expands to 17 wards
Status: Enacted local designation
Effective date: 1 September 2026
Affected: Landlords and agents letting privately rented homes in the new areas.
Enfield’s new selective licensing areas cover privately rented homes occupied by one or two people, or by one family, across 17 wards. Properties requiring mandatory or additional HMO licences follow those schemes instead. Licensing is address-specific, so portfolio screening should use the council’s checker rather than relying on a postcode. Existing selective licences continue until expiry.
What to do
- Run every Enfield address through the council checker.
- Record whether it falls inside the designation.
- Confirm the correct scheme and any exemption.
- Submit one complete application per newly captured property before 1 September.
- Record the application reference, licence conditions and renewal date.

Harrow: selective licensing reaches two more wards

Effective date: 1 September 2026
Affected: Landlords and agents with privately rented homes in Wealdstone North and Wealdstone South.
Harrow is extending selective licensing to privately rented houses in the two wards. Properties requiring an HMO licence and homes owned by registered social landlords are among the stated exclusions, but each address should be checked against the council’s rules and maps.
What to do
- Check properties against the official ward maps.
- Separate ordinary rented homes from licensable HMOs.
- Document any exemption and its supporting evidence.
- Apply immediately where the property is within scope.
- Review management, safety and occupancy evidence before submission.

Luton: grace period and discounted fee end
Status: Existing enacted scheme; enforcement and fee deadline
Deadline: 31 August 2026
Affected: Landlords and agents with privately rented homes in the Town Centre and Park Town areas.
Luton’s scheme is already operating. Its three-month enforcement grace period and discounted application window end on 31 August. From 1 September, enforcement may begin and the full application fee applies. Landlords who received refunds during the earlier legal challenge must apply again if their property remains in scope.
What to do
- Check Town Centre and Park Town properties against the scheme boundary.
- Submit outstanding valid applications by 31 August.
- Confirm previously refunded applications have been resubmitted.
- Save the current application receipt and fee evidence.
- Escalate unresolved eligibility issues before the grace period closes.

Complete one portfolio-wide licensing check
For every property in the four areas, record the full address, occupation type, occupier and household count, applicable scheme, exemption evidence, licence or application reference, key dates, conditions, renewal date and responsible owner.
